My XP 'newer' laptops do not exhibit the same problem. What I used to do was use the software 'COMDISABLE'. It is available from the Microsoft website and stops the specific serial port that is associated with your USB device from seeing that port as a mouse.
Run it from the command line or put it in a BAT file that you run before starting your charting software.
